It goes to the water pump.
The shift solenoid on your 1994 Chevrolet Blazer, is located on the top of the transmission. The solenoid will be labeled.

If you will follow the top radiator hose to the engine, you will see were it clamps to a housing. It is under that housing.

most GM radiators have a peticock at the lower driver side corner of the radiator. Often hard to see from most angles.

raise the hood and looking at the radiator, the drain petcock will be on your right hand side at the bottom.
