Have a PROFESSIONAL mechanic use commercial grade injector cleaner and have you fuel injectors cleaned . The stuff you put in the gas tank from the autoparts store doesnt do the job...
if you have checked the plugs air filter fuel filter oil and oil filter the next thing that you should look at probably should be the injectors they could be clogged with "gunk" from low grade or low quality gas the gas quality is lower in the winter than in the summer even if it is a carbourated fuel system it will still have a form of injector. try fuel injector cleaner if that doesnt work then you may have to clean them by hand

injectors need to be cleaned, try Chevron Techron Fuel System Cleaner; if that doesnt work remove an injector but keep it plugged up and watch the spray, if its not a wide even spray pattern, replace the injector, this can be a long and involved process but it will improve cold starts, power and efficiency
Buy some STP fuel injector clean and mix it with about 10 gallons of gas and just drive around town , if it doesnt seem to be working at all they may need to be replaced
