You can use soap but it might sting if it gets into your eyes. I would suggest using some petroleum jelly(vaseline). It works great, doesnt hurt to get in your eyes, and is cheap to buy too. Hope this helped!
What I do everyday after I wear makeup is that I just wash my face with soap and water or my face wash. For me, it gets most of the makeup of. If there is still some left that you don't want on, then either take a q-tip with soap on it and wipe your left over makeup or use makeup remover.

You can use soap and water. But, I recommend using a liquid makeup remover. It works really good and doesn't really leave your skin feeling tight like soap and water does =]
Some of it you can't remove--permanent eyeliner is too close to the eye to use any tattoo removal method I'm aware of. Permanent makeup is a tattooing process, so any tattoo removal tool (lasers, mostly) will work on it.
If there is make up transfer from your hand to other objects then your hand is still dirty with makeup. However if there is no transfer to other objects and when wiped with a towel and there is no make up on the towel then it's a safe bet that your skin may be temporarily stained with whatever makeup you're using. This is temporary. Lol. Waterproof makeup takes a lot more soap and agitation to completely remove.
Not really...makeup removers really aren't intended to remove oil from your skin. There are some makeup removers that ARE oil! A very good cleaning regimen is to use an eye makeup remover--Neutrogena's is really good--then follow that with a cleanser like Clean & Clear.

I find it is extremely easy to use moisturizer, just apply on the area that has the makeup on and wipe off with a tissue! I do this when ever i run out of makeup remover, i find it works nicely. Or you can use extra virgin olive oil it is gentle on the skin around your eyes and moisturizes your skin very well.
