It probly won't work because if the old hole is not fully closed up the new piercing will migrate (move) into the old one which will cause one big hole. It may eventually heal up and look nice but you could end up with problems and infection. It may work if the cell wall hasn't fully built up in the old piercing however.
I have had my nose pierced three times each time I've had the same thinghappen if its a relatively new piercing you may have to remove it a few weeks before. the sooner the better, other than time (and that varies with every piercing),theres not much more you can do. Remember facial piercings heal fast and you will probably have to repierce later.Word of advice wait a few months before you do the longer the better,or repierce in different site,but not right beside original site.The same thing can happen just due to scar tissue left behind and also risk of infection. Of course,just like it's possible to repierce your ears It is possible to have any piercing re-pierced, it does seem as though the piercing is more prone to rejection after the scar tissue has formed well. However, there are several piercers working with a new technique of placing surface piercings under or behind scars to try and anchor them. I don't know what the success rate is, but it does seem like it's a concievable concept. If you have them go slightly deeper I think your chances of being able to heal it will be much better or if they can, go completely behind the scar from the first time you had it pierced.

Yes, you have to wait 8 weeks before you do anything with it other than cleaning it. The reasoning behind it is simple: your skin and the cartilage need to heal. Taking the post in and out right now can (and often does) introduce infection. Putting in a ring while the pierced site is still tender invites tearing as the ring catches on your hair or on someone's finger. I'm sure those who pierced it explained all this to you already. Listen to them.
