It really depends on people's opinion. Personally, I believe that if makeup makes you feel better about yourself, it shouldn't really matter what age you are, but if your parents have a problem with it, at 10 they still have a right to stop you wearing it. You should discuss it with your parents. If they are OK with you wearing makeup, then there shouldn't be a problem. I would recommend, if this happens, not wearing much until you're a teenager (and then try not to wear too much) and learning first, either through books, the internet, or this site, how to apply the types of makeup you're interested in.

No way... not 9/10 when your in high school but some high schools don't allow that... im in high school.. in year 7 and all i wear is lipgloss and get my eye lashes tinted...! only 2 or 3 wear full on make-up.. i wouldn't embarras your self... I would recommend that you don't start using makeup too early. Young skin doesn't need foundation, its fine how it is, as it is already smooth enough, and the skin can often be too delicate to apply makeup without possibly damaging it. I would recommend starting at 10 at the very earliest.
