To my knowledge blood development in embryos start in liver so it occurs when liver is developed. However, though it is true that The Bible speaks of blood signifying life, that does not necessarily require that blood = life. The OT usually speaks in this way when animals are sacrificed for the sins of the people, and their life is lost through the shedding of their blood. But an animal that is dead and full of blood is not full of life. On another note, it never talks about life beginning with blood, only ending in its shedding. King David says in Psalm 139:13 "For you formed my inward parts; you knitted me together in my mother's womb."

Leviticus 17:14 is really clear on this matter: For it is the life of all flesh; the blood of it is for the life thereof: therefore I said to the children of Israel, You shall eat the blood of no manner of flesh: for the life of all flesh is the blood thereof: whoever eats it shall be cut off.
