It depends on the type of chemical, for there are many types of poisonous chemicals that could kill a plant, mutate it, stop growth, or infect the plant. there is also a possibility that the chemical could absorb into the plant and infect other things through the soil, or if anything touched it. so, if that answers your question, then yes, chemicals can affect plant growth. ex: CO2 (carbon monoxide) would most likely kill a plant, if exposed for a while. but if only a small bit of CO2 was exposed to plant, it might only mutate or infect. i suppose some chemicals could be good for plants, such as straw berries you would buy from a store. they have chemicals on them to keep off bugs, for example, but after you buy it, you would want to wash off the chemicals so you could eat them.
