This feeling is caused by the sense of balance. Using a sensitive automatic three-dimensional fluid-based balancing sensor in the inner-ear, the body automatically compensates for movement. It also is predictive in that, once a regular motion has become established, it does not wait for the movement and act in a reactive manner, but, rather, it is pro-active and actually attunes itself before the action!
This happens, for example, when running. What you see doesn't keep bobbing up and down, but the balancing mechanism not only controls movement of the limbs but is also linked to the eye, and they automatically move up and down, as in were, so that what you actually see looks constant and steady.
This is fine when moving, but when a regular motion suddeny stops, such as stepping off a boat that has been in choppy waters for a long time, the balancing organ might still be compensating for movement even though the movement has actually ceased!
