You must have an OBDII engine scanner to set the timing. It is all computer controlled. Timing light is a thing of the pass/ can not be used.

You should have the timing belt changed between 90-100K miles. When you are having the belt changed you should also change the water pump rollers. I had this done on my 2001, the total cast was $950.00
To set the timing on a 1990 Toyota pickup, first, ensure the engine is at operating temperature and then turn it off. Locate the timing marks on the crankshaft pulley and the timing cover. Use a timing light connected to the number one cylinder spark plug wire, and adjust the distributor until the timing mark aligns with the specified degree mark on the timing cover. Finally, recheck the timing after tightening the distributor to ensure it hasn't moved.

Check if you have secondary timing marks installed. Mine are bolted to the oil pan and easily accessible from the bottom. Instead of using cyl #1 for setting the timing, you will have to use #5 or #8 (to make up for the 90 degrees offset to the factory timing marks
