Check internet for book form 69590, this is techumsehs carb identification, troubleshoot, and service book. Very helpfull!
To adjust the float on a 5 hp Tecumseh engine, first, remove the carburetor and then take off the float bowl. Check the float for proper movement and inspect the needle valve for wear.
