Yes; most bacteria will remain alive, albeit dormant, in freezing temperatures. If you asking due to concern of going out to eat or buying fountain drinks, think of it this way... Most places don't bother with little details like cleaning the inside of the ice machine.

In fact, some bacteria that can survive in temperatures as low as 4 degrees celsius, without even being affected. To answer the question, yes, some bacteria can live in the freezer, however, most are not active at that temperature.
