It's because the F- is a negatively charged ion, therefore it would not be attracted to the negative plate so it's not accelerated and thus it would not reach the detector.

What kind of radioisotope should be used when detecting leakeages?

Most likely gamma radiations emitter so that they can penetrate t5he ground layers to reach the detector while alpha and beta would be instantly stopped. Also the radioisotope has to be of a short half-life time (not extremely short) so that it would not remain in the water (if it'a a water pipe leakage) for long causing harm to humans.

How soon must a urine specimen reach the laboratory?

How soon a specimen of something must reach the laboratory depends partly on the reason for which it is being sent to the laboratory, environmental conditions during storage and transit, and the stability of the substances the specimen consists of. A urine specimen must be refrigerated during storage and transit and arrive in the lab within an hour or two. It cannot sit out because warmth will allow bacteria, if present, to begin to grow in numbers.

Diamonds are set in metal so that light can reach the stone and reflect/ refract out of the stone. Usually, the diamond is set with prongs, or at least secured into the jewelery with metal. What is a personal gas monitor?

There are differences in standards that are required for both because of the distance that each will reach. A personal gas monitor area is a smaller range than a gas detector. A detector will notify you when there is an amount of gas in the air that is minute and it takes a higher amount to set off the monitor.

How long would it take to get to IOK-1?

At a distance of about 12.88 billion light years, it is unlikely that it will still be there when you reach it. At a speed of "c" (Speed of light) you would still be unlikely to be able to reach it, as most further galaxies are receding at close, if not faster, than the speed of light. If however, the Universe was static, it would take about 12.88 billion years to reach it at the speed of light. As this is not possible, lets put this into perspective. The fasted man made craft is Voyager 1, so far travelling at 35,700 mph. At that speed, it would take a mere 241,900,000,000,000 years to reach IOK-1.
