If an acid registers '3' on a pH meter and an alkali registers '13' on a pH meter, then the alkali is the stronger.

Because the acid has 'two' steps to because the strongest acid at pH = 1 , but the alkali has only 'one' step to become the strongest alkali at pH = 14.
