No. Removing a restricter on a scooter's carb will make it faster but decrease mpg. If you are talking about a restrictor on the exhaust, then most likely you will increase mpg, but boy is it LOUD.

I have a 50cc that gets almost 100 mpg. The fuel capacity is 1.5 gallons so I pay about $5-6 dollars for about 180-200 miles. Scooters tend to pay for themselves in only a year or so time. I have a 150cc and get about 80 mpg. The higher the CC the lower you get in MPG but this is still way more than any car can put out. You can have the highest CC scooter and still kill on your mpg and total miles per fill up.
