I would suggest that as you are asking this question, you have a cigarette lighter-less 206 or have seen a few around. The simple answer is no, not all 206's have cigarette lighters. They do have a plug behing the blanking plate that a peugeot cigarette lighter will plug into, or you can easily (and cheaply) fit a universal aftermarket one with a hole saw and some crimp connectors. Some are also supplied with the socket but not the actual insertable plug (the bit that gets hot) in which case you can get one from most reputable breakers yards.

The cigarette lighter (I'm assuming that's what you meant) is on a separate fuse than the horn. Check that fuse, if the fuse is fine then your most likely culpret is the actual horn switch in the steering wheel.

In mine I just removed the actual lighter and set it aside. Then, reach your hand behind the whole thing where the wires connect and disconnect them. There should be 2 of them connected to the lighter and they should both just pull off (there is also a third wire for a light under there- leave that one there). The amp wire was a bit harder to disconnect but it just pulls straight off so don't worry about breaking it. Once the wires are disconnected hold the back of the lighter steady while you use a finger to apply pressure inside the lighter and turn to the left. The most I can tell you is that if you have the actual cigarette lighter setup in there, but it doesn't work, then who you bought it from probably disconnected the wires like my dealer did. If it is how I expect, then you can just pull out the casing for the cig. lighter and reach in with a pliers and start grabbing until you get it...Or you could take off the entire center panel to get to it which is a pain unless you've done it before.
