The smallest particles that have been discovered and that don't only exist in theory are the quarks. They are what make up protons, neutrons, all kinds of baryons, and a few other categories of particles. But there is a theory of smaller particles that make up quarks, electrons, and other particles that were previously believed to be fundamental (But, again, these particles only exist in theory). These particles are to be called "rishons" if discovered.
Of all 3 particles in an atom, the electron has the smallest mass. The relative masses of the neutron and proton are 1 and 1, but the electron has a mass of 1/1840th the mass of a neutron.
The 'rest mass' of the photon is zero ... but the photon is never at rest, and it has plenty of mass at the speed of light, at which it is always traveling. so that let's the photon out. Amongst particles that actually have rest mass, but not much of it, the neutrino probably has the least.
