There really isn't a school made specifiacally for cartooning, but any school of artr would be c\good. They also have college groups who just draw comics for fun. If you really just want to draw anime or a career, go to a school of art, get good at cartooning, and sell it to an anime magazie (Shojobeat or whatever) then hope to god that readers like it so you can grow bigger and get a TV show.
