As far as we know from the three books that have been released Brom and Morzan were not brothers. Oromis tells Eragon that Brom met Morzan while Brom was training to become a rider. However, this doesn't mean that they definitely are not brothers as they could have been separated at birth. I do not believe that they are because Paolini has given no subtle indications of that type of relationship, and there is usually gratuitous amounts of foreshadowing in his writing.
Actually, they are brothers by marriage because Selena had Murtagh with Morzan and Eragon with Brom so technically they are brothers by marriage

Eragon is Brom's son. Eragon and Murtagh are brothers through their mother Selena. Morzan is Murtagh's father, but Brom is Eragons so that makes Murtagh Eragon's half brother. It was revealed in the third book Brisingr that Eragon's real father is Brom, not Morzan as it was told in the second book Eldest.

Morzan, the rider, had the sword Zar'rok formed from the elven master forger, and was given to Morzan just before he betrayed the riders. Then, when Brom killed him, he stole his sword which was supposed to be given to Murtagh, but then gave it to Eragon because he knew that he has more supposed to have it than Brom.

As Murtagh tells Eragon in the first book, Morzan threw his sword at him when he was just a small child.When Brom infiltrated Morzan's castle as a servant, he met and fell in love with Selena. They kept their relationship a secret, and as soon as Selena found out that she was pregnant with Brom's child, she left for her hometown of Carvahall to stay with her brother, Garrow. She did not want the pain that Murtagh went through at the mercy of Morzan's sword to also happen to Eragon. So he was left there, and (as you may or may not know,) he grew up and by some bizarre act of fate, magic, and circumstance, he was given a dragon; and with that, the responsibilities of a dragon rider. Now, I could go on and on about the ties between Eragon and Brom, Saphira and Thorn, and how Saphira's egg came to be in Eragon's possession, but that's not the point. At the end of the second book, Eldest Murtagh tells Eragon that they're brothers. Now, that's true; to some extent. Murtagh and Eragon are HALF-brothers. And in the third book of Brisingr, it is finally revealed that Brom is Eragon's father, and he is given a portrait-like thing of his mother.
