It is a relatively simple process. Start with your town or city hall. You start by applying for a business license. You will also need a second hand metals license to buy gold and jewelry. This requires a criminal background check. Once approved by the local police chief and town manager you get the license. You may be required to post a surety bond for the metals/jewelry license. The state requires you to have a $50,000 surety bond for the pawnbrokers license. Check on the web for Virginia Code 54.1-4000. It covers just about everything concerning pawnbrokers and the requirements to get licensed. I just opened a place in SW VA and it cost about $25K to get up and running.
