Depends on the laws where you are. Speed governors are mandated by law in some provinces of Canada, Europe, and other countries. Speed governors are a matter of company and insurance policy in the US. In modern, electronically controlled trucks, the speed governor isn't an actual physical object which can be removed... it's programmed into the engine ECM.
