The backing place is located behind the brake pads on some cars and behind the brake shoes on all cars. It prevents debris from entering the brake system.

On drum brakes the backing plate is what all the brake parts are mounted on. The springs, shoes, and wheel cylinder are all mooted to a stationary backing plate. On disc brakes the friction material or pad is glued or riveted to the baking plate.
You can find a backing plate for your 1998 Honda Accord passenger side mirror at most auto-parts stores. You can also find the backing plate at your local Honda dealership.
Don't be shy about getting out and looking, try to avoid blind side backing if possible.

I am about ready to this on my 2004 Escalade. I am purchasing Split backing plate so I shouldn't have to pull the rear axle. I will loosen the 4 bolts that hold the axle and the backing plate in place. Once loose enough, I will cut out the old backing plate, shouldn't be too hard as they are already rotted substantially. I will be doing this in the next few days. Dan
You may very likely have bent the thin metal backing plate behind the brake rotor. That will cause the backing plate to rub against the rotor and make an awful grinding noise. Its not too hard to reform the backing plate away from the rotor.
