Somebody made such a penny, but it wasn't the US Mint. In the 60's and 70's impressing or engraving another image onto a US cent was quite popular. In those days the more popular images were a profile of John F. Kennedy, or a pipe or cigar near Lincoln's mouth. With the State Quarter program that began in 1999, at least one company tried to bring back the engraved cent craze by engraving or impressing the outline and name of each US state on cents. These altered coins may have some "collectible" value among a small number of novelty collectors, but such alterations outside of the US Mint destroys any numismatic value.
