The problem with banning a form of government is that, if the people or group in charge decide to use it, there is nothing anyone can do about it. Generally, the form of governance is decided by the people and is usually limited (in this case, the restricted example would be a constitutional monarchy) to a certain extent.

The other response is, why? Monarchy as a form of rule is fairly stable and there is a reason it was used for so long, survived so many upheavals in society that destroyed many other social precepts, that there is no reason to ban it. If you were going to target a form of rule, try getting oligarchy or Dictatorship (modern dictatorship, not the original Roman kind) banned. That would do a lot more good for the world.
