Having an IP address allows one to know who the ISP is and where they are located. Not on the same network it can't. If you are using internal private addressing then the address could be duplicated in many other networks. Private addresses and NAT proxy do not reveal the actual IP address (it is translated on the way out of and into a network). In that case the internal IP address may be the same (in different networks).
