Make a cross cable,you can find the colour scheme on the internet very easily or you can buy ready made cable from computer shop just connect them.. give ip to ur PC 192.168.1.1 with subnet 255.255.255.0, and give ip to ur laptop 192.168.1.2,subnet mask 255.255.255.0 with default gateway 192.168.1.1
then ping 192.168.1.1 which is ur PC.. if it replies means they are both connected..

by signal, i presume your using a wireless router. if so i would try reinstalling the wireless Receiver program. .
