You can use a s/w called UltrChm. It is a powerful Chm reader with many features like bookmarking, Highlightingetc. though it has got some bugs in itself. Try it dude!!

Microsoft has a unique tool on their operating systems called "narrator." This tool allows the user to highlight text to be read to them so that they don't have to read it themselves. This utility requires the use of speakers.

you can highlight text by first dragging while holding the mouse key and then go to the highlight tool (look at the tool bar for help. if it is not there, then go to the far right where you will see a black dropdown box, click there and it will be there.
