Typically a nylon cord within the sheath of the cable. It is designed to make it easier to remove the outer sheath by tearing through it.
Inside some UTP cable jackets is a polyester or nylon string called the rip cord, also known as the slitting cordor slitting string. The purpose of this cord is to assist with slicing the jacket open when more than an inch of two of jacket needs to be removed. Some cable installers love them; many find them a nuisance, as they get in the way during termination.

UTP or unshielded twisted pair
Unshielded Twisted Pair
What is a major advantage of UTP?It is inexpensive. It limits the number of hosts on a network. It is an inexpensive way to interconnect remote locations. UTP stands for Unshielded Twisted Pair. Unshielded means just as its name suggests. It offers absolutely NO protection against EMI, or electromagnetic interference.
Several types of cables are used, depending on the specific type of Ethernet. The cables most commonly used nowadays, however, are UTP (unshielded twisted pair) - and for longer distances, fiber optic.
if by "twisted pair cable" you mean a cat5 cable which is commonly used as an ethernet cable. then it´s made of copper.

The twisting in a twisted pair cable helps make the cable immune to electromagnetic interference. These cables are of two types: Shielded and unshielded twisted pair.
1. Copper UTP (Unshielded Twisted Pair) 2. Optical Fiber
UTP (unshielded twisted pair) Cat5 or Cat6.

CAT 5 Cable and RJ 45 Cable (Twisted-pair Ethernet). Unshielded twisted-pair (UTP) cable
Unshielded twisted pair (UTP). Typically Category 5 or better.
People use such cables for LAN connection
UTP or unshielded twisted pair
Two conductors, twisted together, without creating a short.
