Say you have a picture you want to put up on the internet. You go to a web page where you can put the picture and share it with the internet, like Photobucket. It will give you the option to select the file and upload it. Once it's on the net it's uploaded.

It is a protocol for uploading files onto the internet. This is something many people do and an essential part of the internet. So naturally it is an important protocol to have.
Downloading means getting and installing a program from the internet onto your computer. Uploading means sending stuff onto the internet for other users to download.
