It is never safe to turn off your computer. You never know when they're watching you. And they are ALWAYS watching you. I've tried to turn off my computer. I miss my family. But their snipers didn't.

there is a "use mention error", because you are not saying 'safely' as in "safe" but 'safely' as in the method of shutting down.

Theory: this is because the computer runs on RAM (random-access memory), which automatically clears when there is no power. However regular memory WILL save when the computer is switched off.

If certain settings aren't correctly saved, they will be lost, and some programs will be unable to start if not shut down correctly. Although post-post-modern computers (after vista) actually save settings to a backup and as such you don't have to shut down the computer to protect it.

The "it is now safe to turn off your computer" notice was a hangover from Windows 95 which was the first Windows operating system that could interrupt the power supply. Prior to that we could simply exit Windows (which was simply a software program, not an operating system) which returned us to the real-mode operating system (DOS) and we could power off at any time after that (unless we were running a write-cache and need to flush the cache first). But with Windows 95, there was no underlying real-mode operating system, so the only way to exit Windows was to invoke the shutdown procedure. This was essential to ensure all pending data within volatile memory (RAM) was written to non-volatile memory (HDD). Although the hardware existed at the time to allow operating systems to interrupt the power supply at the end of a shutdown sequence, most people didn't upgrade their systems when moving from Windows 3.11 to Windows 95. Thus they got the prompt "It is now safe..." instead.
