If its not under the hood behind the battery . The whole top part or your dash comes apart and is located behind the cluster panel .
The PCM is located behind the glove compartment(the G.C.lid would have to come off-unscrew the spring loaded hinge at the bottom of it)) The connector with cables comes in from the engine compartment. The cowel (the plastic cover with many holes of the area right bellow the windshield) has to be removed by partially removing windshield's bottom trim. 4 screws hold down rubber boot of the cables and then 2 more screws hold the connectors securely to the body of PCM. The PCM need to come out through glove compartment after disconnecting cables. First there is 1 plastic pin, holding air duct to the PCM. Pin head is on the bottom of the duct at the end of it. Just pull it down and out. PCM is inside plastic"envelope",which needs to be loosened(2 screws on sides towards the top of PCM-looking through glove compartment opening. Further there are 2 plastic tabs behind the metal ears for screws ,which needs to be depressed towards the center of of PCM.(use small screwdriver or allen wrench or just small metal or hard plastic rod. Then it just drops down(not coming up through the hole!)Before pulling it out you will also need to disconnect the ECM, which is attached by 2 tabs to the PCM plastic"envelope"(i.e. cover box). ECM is much smaller and has like 3 smaller connectors-no need to disconnect that.
P.S. Unless you are sure, the PCM is bad and you need to change it, do not pull it! It can be flashed, but it must be in the car. Cannot be flashed loose out of vehicle!

The L drive on a computer typically refers to a specific drive letter assigned to a local disk drive, such as a hard drive or solid-state drive. Drive letters are used by the operating system to uniquely identify each storage device connected to the computer. The L drive letter is usually assigned by the system administrator or automatically by the operating system during the drive partitioning process. Users can access and manage files stored on the L drive through the file explorer or command line interface.

To reset the PCM (Powertrain Control Module) on a 1999 Saturn L series, disconnect the negative battery cable and leave it disconnected for about 15 minutes to allow any residual power to drain. This helps clear any stored trouble codes and resets the PCM. After that, reconnect the battery cable, and the PCM will be reset. It's also helpful to drive the car for a short distance to allow the PCM to recalibrate itself.

Saturn L-Series was created in 2000.
On a 2001 Saturn L-Series, the radiator cap is located on the top of the radiator itself. It is typically a circular cap that can be unscrewed for coolant access. Ensure the engine is cool before attempting to remove it to avoid injury from hot coolant or steam.
The Saturn L series transaxle is in front of the driver, connected to the engine.
