It may be blinking because it is on standby, if that's not the case check it for jammed paper.
You may cant to cancel all current print jobs and then turn off and turn on the printer and try again.
There is another cause of the blinking light, if you purchased a new catridge recently make sure you buy black & colour, and not just the one! even if theres colour left in the old one some printers you must replace both in order to work. Or it could be driver compatible errors. Try downloading the latest drivers from the manafacture's site. hope this helps.

The first step (which the instructions on the machine don't tell you) is make sure the printer is switched on, otherwise you can't do this. Open the printer by lifting up the top of the machine from the front (above the print output tray), As you do this, the ink cartridges move into the centre where you can get at them. If the printer isn't switched on, they remain invisible and inaccessible. Open the cartridge holder by pulling the front edge gently towards you. It'll pop open and you can get the old cartridge out. Remove the tape from the new cartridge and insert: black ink on the left, colour on the right. Close the cartridge holder. Close lid, and you're ready to print.

The flashing amber light on a Dell PC means there is a power problem between your power supply and motherboard. Chances are its the power supply, but it could be the motherboard too. Typically this will happen when the PC is put under high-heat, bad ventilation, or dirty/dusty vents.
This depends on the power requirements of the light you use and the power rates from your electric company. For instance, according to Electric Power Monthly the average power rate for New York in Sept 08 was 16.31 cents per kilowatthour; this means that if you are constantly using a kilowatt of power for one hour it would cost you $0.1631. A 60 watt light bulb uses 60 watts of power, or 0.06 kilowatts. If you constantly use 0.06 kilowatts * 730 hours (roughly a month) that equals 43.8 kilowatthours. In New York, this would cost you 43.8 * 0.1631 = $7.14378

There could be a number of reasons why your Lexmark T654 printer is taking to long to switch, or turn on. You may want to check the power cord to make sure that it isn't damaged anywhere. Also, check the outlet that it is plugged into. You very may well need to replace the power cord, or purchase a new printer. Lexmark can tell you if there is any known issues with your particular model, and if it is within the warranty period, you may get a replacement.
Double-check on the power button on the printer, make sure it's not stuck. If not, unplug the power adapter from the printer. The power adapter is the black box behind the printer where the power cord is attached. Wait at least 30 seconds before plugging it back in. That should refresh the printer. Hope this helps.
Yes it is.
