An older game made for a Windows 98 System may be made to run on Windows XP.
In Windows Xp, on the file or icon that you use to run the game or program, Right-Click on it, then select Properties. From the dialog box that pops up, click on the "Compatibility" tab. Now you should see an option that reads "Run this program in compatibility mode for", and put a Check in the box next to it. Now from the drop-down menu there, choose "Windows 98". If the game still doesn't work, you can also try the other compatibility options there such as the various "Display settings", or perhaps try a different compatibilty mode, such as Windows 95 or WIndows 2000, etc...
Even after all of this some games and programs still won't run, as they were programmed on older technology that may not work on a more modern system.
But anyways, at least it's worth a try to use some of the compatibility options which may allow you to run your older games and programs afterall.

Do you mean the games say "compatible with windows 98?" and you have Windows XP? Games are backwards compatible. Meaning, if the games say "windows 98", windows 95 is ok (anything before windows 98 will work). But it is not forward compatible--Windows 2000, windows xp, etc. will not work. does this answer?

From a Windows 98 CD. Incidentally, a retail copy of Windows 98 only came with a few games, like Solitaire, MineSweeper, and Canfield. Other games may have been bundled on a manufacturer's copy, but you would need their CD to copy them off of.
You can try to run it in the compatibility mode. But 99% of games for Windows 98 will not work under Vista.
