Yes, browsers, email programs and word processors are applications. If a piece of software (usually in install or uninstall program) asks you to close all applications, then you must close all of them including your browsers, your email, and your word processor. If it's not part of the operating system, then you need to close it. The software requesting the closure probably needs to update something within the applications on in their .ini files.
