you do not really need a "best processor for that task" for email a Pentium 3 will be fine for video streaming it become a little more interesting since if you will host the video in a streaming server, NOTE streaming video server IS NOT THE SAME as hosting video server, you will only need a fast internet connection to upload your videos to your streaming server and this is just like copying from hard drive to hard drive and highly depends of your internet speed to upload and NOT so much from your PC processor so i will go for any Pentium 4 for both tasks of emailing and uploading.

If you will be the one who will be reading email and watching videos from websites then you also will be fine with a Pentium 4 at 3 GHz.
