After the application has finished installing successfully there is no need for the installer package anymore unless you wish to install some features you skipped at first.
You cannot delete an app as it is downloading. You have to wait for it to finish downloading, and then you can delete it.

Oftentimes, when installing software over existing software, the installer will want to remove the old files first so there is a clean installation. For some reason files corrupted or removed, and thus they are not deletable by the installer. The best thing to do is remove the program from the add/remove programs list then to find the folder that is still there even though the program was deleted and delete it. If you have installed it from the installer package, then you should be able to just uninstall it the normal Windows method. Otherwise, if you are running the Fallout Mod Manager (FOMM), disable and remove it from the mod list and then delete the FOOK folder from your hard drive.
