Yes usually a page layout dialog will allow the user to define the size and orientation of the page with margins etc all in option fields.
Page layout
In older versions, it doesn't. In newer versions, you can get it in Page Layout, under the View options. From the Home ribbon, click the View tab, then click Page Layout, which has its own view options, one of which is the ruler. Tick the box beside it and you will have rulers while in Page Layout view.
