You usually CANNOT use an external hard disk with two computers, because 1) The computer has to be the controller (i.e. you cannot have two controllers) and 2) Its a difficult problem to have an operating system that can work with another OS to share a volume, BUT

You can plug the external hard disk, into another computer, and set it up for file sharing, and have the computer its plugged into, manage the file system, while the other computer, if its networked, have access to the external Hard disk, through file sharing.
