There are two choices. One is the .dll does not exist or used by another application at the moment. And you do not have appropriate version of the .dll. The solution for both is to update the oleacc.dll

PS: some programs cannot be in principle run on certain OSes. You need to make sure that the program that you are trying to use can used with your OS.
