The following assumes your keyboard is set to some version of English and that you don't want to switch to a language that uses accented letters.
You need to use the numeric keypad in association with the Alt key if you want to type them directly from the keyboard, rather than copying and pasting them from the Character Map (Start... All Programs... Accessories... System Tools... Character Map). If you are using a laptop the numeric keypad may be a section of the alphabetic keys - if that is the case you normally switch it on with the Function or Fn key.
Hold down the Alt key as you type the numbers and the symbol will appear when you release Alt.

I have seen programs that allow you to map controller buttons to keyboard keys but I would like to do the opposite, ie. make a keyboard act as a USB controller, allowing me to map in game functions to the keys without it mapping as "A" key but instead as "BTN 1" or something similar. Preferably would like to do this with a numpad so I can make a custom controller without the buttons on it registering as the numpad keys.

accents do nothing. They just make it hard for other people to understand you.
I own a palm pix and yes, the buttons on the keyboard are quite loud. I have tried to find a way to make the keys quieter, but I don't think there is a true way. though in the app store I have found that you can buy a virtual keyboard where you type on the touchscreen instead of the keyboard buttons. I purchased a virtual keyboard in the app store not that long ago, and I love it! It's great to use when I need to send a quick text but need to keep the sound down.

Buttons (and keys on the keyboard) will lose their shine with normal wear and tear. They can be cleaned with a damp (not wet) soft cloth, or special cleaning kits can be purchased, but will rarely be returned to their as new shine.
