Click, hold and drag the effect onto the clip in the Storyboard view.
A Movie Maker effect is how the clip or photo is displayed when played back.
Any media you use in Windows Movie Maker first has to be downloaded to your computer. From there you can import it into the program.
You can't do that in Windows Live Movie Maker because the feature is not available.
If you are asking if you can add a 'spotlight' effect in Windows Movie Maker, you can't.

When you are going to insert a photo into movie maker you just click the link of IMPORT PHOTOS, if you have windows vista click the photos link down the column of Insert in the Task sidebar. Select the photo u want from the litle window that should appear then click enter or the IMPORT bottom. You can do this with audio and videos. After that drag the photo, video or audio on the timeline at the bottom of the Movie Maker window. You can add transitions and effects too.
If you are using Windows Live Movie Maker there is no Slow Down effect available.Only Windows Movie Maker v2.6 has this effect. If you are using Windows 7 Movie Maker, it is a Windows Live Essentials version of the Windows Movie Maker 2.6 version. It is a 'stripped-down' version with limited features and functionality. Bottom line - you can't do much with Windows Live Movie Maker, including insertion of WordArt.
You can't do that with Windows Movie Maker unless you have the Lightsaber effect downloaded.
There is no Speed up, or Slow down effect in Windows Live Movie Maker. The effect is only available in earlier versions such as 2.1 and 2.6.
