A Movie Maker effect is how the clip or photo is displayed when played back.
You can't do that in Windows Live Movie Maker because the feature is not available.
If you are asking if you can add a 'spotlight' effect in Windows Movie Maker, you can't.
You can only use the effects available in Windows Live Movie Maker. If the effect is not there, then you can't use it (or make one).
You have to download and install the laser beam effect. And, to be honest, if you are using v2.6 of Movie Maker, you may find the effect download out there, but it will be extremely difficult and frustrating to get it to work for you.

You can't do that with Windows Movie Maker unless you have the Lightsaber effect downloaded.
Click, hold and drag the effect onto the clip in the Storyboard view.
There is no Speed up, or Slow down effect in Windows Live Movie Maker. The effect is only available in earlier versions such as 2.1 and 2.6.
