Upgrade implies that you have to have a copy of Vista home premium in order to install upgrade. Full version is comprehensive and does not require you to have any OS in advance.
sorry to inform you that you cannot upgrade to mobile windows 7 from 6.5 version as the mobiles that carried 6.5 version are not built to support mobile 7. you need to buy a new phone as far as i know
