The integrated graphics in your Toshiba is the best you will get from that machine internally. The only other option you have is an external video adapter which attaches through USB but you will not get high-performance graphics out of that to a level at which you can play a game, for example. If you want a gaming laptop, then you need to get a gaming laptop.

It really depends on platform requirements, for sandbox games/multi-tasking games, I'd go for PC or Laptop, FPS titles and fast-paced games are better on console, especially when it is a high-graphics game. But, I am mostly going to stick on PC gaming due to most games being there
