Its just not about Dell.the basic problem due to to which the system hangs at boot up is-faulty OS or the system do not recognizes hard drives. The best way is to take it to a tech. person and have it done,he will connect and reconnect the hard drives and run the system and instal drivers for everything you are running on you system.
I would bet you have a blown powersupply. Test it with a known working one, if you still dont get anything your CPU or Mobo is probably done with.
Your computer will not boot, it will probably freeze.

Usually if it sticks on the computers manufacture and model screen during the first boot fase then the Cmos is bad or the BIOS is corrupted. Before you trobble shoot that it dosent matter if its new or old check the battory on the motherboard. Replace it if u cant test it and see if that works. If it is still under warenty then take it back or call dell first depending where you bought it.
You can and it will load but it will tell you that there is an error because the CD is meant for Dell only. You will need an E-Machine CD to boot or have some sort of Hirens Boot CD which can be downloaded for free by Googling it by name
