iChat is the software that allows you to communicate with another iChat user, either by text, audio, video or any combination. A webcam is a camera that can be used to send images/video via an internet connection. The iChat software uses a webcam when you are communicating via video to send your image to the recipient. Modern Macs have the iSight webcam built in.
To communicate between a PC with a webcam and Macs using iChat you will need to get a free AIM name. You can then configure your AIM account to connect with iChat sessions. (See links below)
