Are you asking about the shift button? It is on the lower left side of the keyboard! YAY!
If I understand the question correctly, you are describing the malfunction of two specific keys on your keyboard. If this is the case, you probably need to replace the keyboard. The two keys work 100% fine in other shortcuts and in single use. its just this one shortcut.
To type upper case letters, hold down the shift key on your keyboard and press a letter. This letter should come out in upper case. If you wish to type a whole sentence, consider using caps lock for convenience. This will lock your keyboard in upper case letters. It can be turned on by pressing caps lock button, and turned off by pressing the same button again.

If your question is in relation to a computer keyboard, go to a word processor application such as MS Word and for your font select "Windings" the Square is the lower case Q and the box with an X in it is the lower case X. After entering your box don't forget to change back to a normal Font.
If you have to change a single letter such as in names you can use the shift key for it. For example, the name Rahul. When you type 'R' u should first hold the shift key and then press 'R' key and release the shift key when you type the rest. If you have to type something like and abbreviation or something else which has to be wholly in upper case, hit the caps lock key in the left of your keyboard then start typing what you have to. Again hit the Caps Lock key to toggle from upper case to lower case. That's it. Hope your doubt is clear. :)
It does not come with a carry case although you can get one at Staples.
