War Chalking goes hand in hand with another questionable activity called "Wardriving". Wardriving involves driving around (or walking on foot) to find WiFi hotspots around your neighbourhood or city, and connecting to them to see what's on the network. Some people drive around to find home wireless networks that haven't been password protected to use the internet for free. War Chalking refers to when one of these individuals marks a symbol on the pavement or a wall to tell other "wardrivers" that there is an open signal there to be used. It evolved from another well known system called "Hobo Code", where homeless individuals would mark with chalk when a property is friendly, or has a vicious guard dog, or might call the police, etc.

Chalking is caused by the existing paint failing. The best way to temporarily remove it is with a good pressure washing. Make sure that your get the building sealed prior to applying a new coat of paint, or the failing paint (which is causing the chalking) will continue to bleed through and prematurely cause your new paint job to start chalking. It's always worth it to get it done right the first time.
