The X Windowing System is a suite of software and a server where graphical user interfaces may be run on UNIX and Unix-like systems.

It is not the window manager or the desktop environment, however. Think of it as the low-level libraries, hardware interface, and the base display context for everything you see on the screen in Linux on a GUI.
