I never download books on Kindle via its Internet connection. I only use the USB cable. Regular e-books aren't that large so if you can connect your computer to the Internet and check your email, you probably can download a few books as well. I don't think the Kindle is necessarily a bad idea in this case. In fact, it might help, since it can store a lot of books at a time, so you don't have to constantly get new books. It would really help if you asked perhaps a friend with a better connection to get you a couple of hundred public domain books in Kindle-compatible format, so you have something to read in case buying books online turns out to be a major issue.
Try to sync. If you look at the top of your kindle fire HD where it says the time scroll down and there is a little sign that looks similar to a recycle sign and under it it says sync. Click it and try to open your apps again. It worked for me

A hard-reset might help get rid of your issues and allow your kindle to connect to your network. Hold down the power button for 30 seconds (count them) and then let the kindle completely reboot (a few minutes). From there, you will need to re-access your amazon account, but the kindle should sync with the amazon web store and download your books after a hard reset and you connect it to the internet.
