This is the dried crystals of electrolyte that leaked out when the batteries died. They can be corrosive to the electrical parts of the device or can cause chemical skin burns. Such leakage is rare with modern batteries as they use steel jackets to contain leaks, but they still sometimes happen. After disposing (recycling if possible) of the dead batteries, this powder should be cleaned off all device surfaces that you find it on with a dampened paper towel or cloth then the surfaces wiped dry.
